Hi May--
You asked, "It left me curious, who does provide funding for the program?"
Currently, the funding is provided by the UC President as a part of efforts to bust minority education. This is as much as I know. I also know that UCSD from which the project is started has both private and government fundings. I don't know how much these types of fundings are shared with us. I'd not be surprised if there is such sharing.
